It's just that (especially towards the end of his life when the implications of his cancer were clear), he thought he could do more could for the world by working at Apple(and Pixar/Disney) than giving his money away. You can argue about if this decision was correct, but that is what he personally felt (hence why he went into work more as he became more ill. Using his time wisely)

Steve Jobs was a visionary, Bill has always been far more down-to-earth. That's the whole thing you know, people like Bill go on and do what makes sense, and it just works for them because it is what's logical, what is rationally the best idea. People who act like Steve Jobs did make a living by doing the exact opposite, and whatever idea they come up with either becomes a huge success or flops.

I think it's a good way to look at how your children are going to live. I wouldn't want my children to never have to do anything for themselves just because I could give them money to live that way.

And even then, it depends on how and where you die, it's like only 10% of organ donors are actually fit or able to donate.
