Well, it's become easier to shovel money to someone that can protect your business and sales through laws and litigation than it is to actually make a better business. We've reached a stagnation of business where the easy way to keep your massive company growing is to impose restrictions on competition instead of innovating your products and services to attract customers.

cispa didnt actually regulate anything. it was made to facilitate information sharing between the government and private companies

It's a catch-all term for the RIAA, MPAA, and anti-piracy trolls in general. Cable companies are definitely a huge problem as well, the effective monopolies in most high-speed markets result in tremendous upward pressure on prices, downward pressure on access and bandwith, and shitty service in general.
