Puberty lasts, on average, 6 or 7 years. (12 to 18/19 usually) so it's possible he'll be in puberty until he's 23.

When I saw him in concert back in July, his voice did seem a little rough.

I still don't get why you all hate Justin Bieber so much. If you're going to hate anyone, hate the label producing his music and promoting him, or hate the deluded and rabid fanbase. He's just a kid that has a marketable voice (or did), and became super successful. Sure the kid acts smug, but he doesn't act like an asshole.
