Essentially yes, because society and culture shapes us into who we are (along with childhood etc). In countries and cultures where the age of consent is below 12 nobody complains and in fact find an age older than that to be absurd. Evolution spans further than civilization does and it speaks for itself that some cultures developed other norms than other cultures did.
Same reason cultures and countries have a bigger attraction to other body parts. Hell, if you grew up in a culture where bestiality is deemed normal, you'd find it such as well. People who eat dogs generally don't think much of it. All of these things happen because of culture.
If you want another strong example, isolate someone since childbirth and convince them that bunnies are the devil incarnate and they must be destroyed at all costs and they will undoubtedly try to kill any bunny they see.

Of course not, I wasn't saying anything about whether or not the law should be abolished (which for the record it should, freedom of expression is as important as freedom of speech), I was saying it wasn't founded on nothing.
To be fairly honest we might as well just allow women to go topless on the street anyway because most places still only accept people with decent clothings (so a pair of pants, a shirt and shoes, essentially) and allowing women to go topless wouldn't change that.

A lot of public places ask for people to wear shoes but that's not much because find it attractive and more because it's generally dangerous to walk around without shoes and it would cause more disturbance than anything to have people soak in broken glass and detritus with their feet.

The decent clothing thing is here because shop owners in the middle cities don't usually like seeing people walk in half naked.

In my town many local businesses love this event. In downtown Asheville it isn't uncommon for people to be topless any day during the summer so businesses have started welcoming topless individuals to shop.

Ain't the same everywhere, as usual. In my town since we're rather close to the sea it's rather common to see people walk around topless but when they enter a shop they put on a shirt if only to avoid bumping into people while sporting an unusually sweaty chest.

I can't tell if you're sarcastic or not so I'll bite
Some men wear bikini tops (notice how a lot others don't in the pictures) as a light-hearted way to say that it's pretty much the same when the roles are inverted and that they may as well be no obligations at all on who should hide their breasts or not.
