In countries and cultures where the age of consent is below 12 nobody complains and in fact find an age older than that to be absurd. Evolution spans further than civilization does and it speaks for itself that some cultures developed other norms than other cultures did. Same reason cultures and countries have a bigger attraction to other body parts. Hell, if you grew up in a culture where bestiality is deemed normal, you'd find it such as well. People who eat dogs generally don't think much of it. All of these things happen because of culture. If you want another strong example, isolate someone since childbirth and convince them that bunnies are the devil incarnate and they must be destroyed at all costs and they will undoubtedly try to kill any bunny they see.

yeah a lot of clothes are just practical i'd wear pants just so i dont have to examine every public bench or place to sit, as well as for the pockets, and i'd probably wear hoodies and jackets for that too the only day i'd imagine myself going out completely naked is like the hottest day of summer, every other day a light breeze would be annoying as fuck

To be fairly honest we might as well just allow women to go topless on the street anyway because most places still only accept people with decent clothings (so a pair of pants, a shirt and shoes, essentially) and allowing women to go topless wouldn't change that. In downtown Asheville it isn't uncommon for people to be topless any day during the summer so businesses have started welcoming topless individuals to shop.

In my town since we're rather close to the sea it's rather common to see people walk around topless but when they enter a shop they put on a shirt if only to avoid bumping into people while sporting an unusually sweaty chest.
