The issue doesn't seem to be that its available but its not correctly labelled or age restricted. Like if you buy a nice survival game and you get presented with giant cocks, if its not warned about you could argue that is "patently offensive".

Video games by nature are exploitative because they are meant to be purchased by children. Any game which has a form of "ohmygod cosmetic hat shop XD" has an even greater chance for exploitation because the aim is to constantly ride that one game for money that usually comes from children purchasing items to fit into social groups within the game.
In short: What a silly system!
I doubt it will be linked to an automated system, it's just a way for Valve to easily get a list of games to look over and verify.
Oh god the new South Park game fits almost all the report reasons.
Good - it will be abused of course but it won't be a democratic thing. Valve will probably notice the reports and take some time to look into it, maybe get in contact with the devs or something. That's what I'm assuming, anyway.
But it's missing an option along the lines of "this game is broken and the devs never patched it/misrepresented its features, it's not fit for sale", for games like Garry's Incident and The War Z.

Indeed, but I take this as more confirmation that valve is going to open the game market to everyone. I think it's great that they are trying to make it as easy as possible to develop and successfully profit from a game without having to deal with producers or publishers.
This is probably a step towards letting people publish on steam without having to go through valve. I remember Gabe saying something about that in the AMA he did

the "offensive" category seems kinda silly because of how subjective it is. what would happen if stuff like postal 2 or south park: the stick of truth were reported as offensive? they're advertised as offensive and the whole point of them is to be offensive. it'd be useful for them to explain what all this means and what actions they will take when stuff does get reported.

but in actuality the only real large group of people who will attempt to spam-flag games are probably people from 4chan, just like what happened with the community tags!

I don't think "offensive" should be a reason to report a game. Literally anyone can be offended by ANYTHING. Imagine how many of those reports a game like the new south park one would get.
