Now that we're on topic, I must ask. What happens if someone in Australia changes the Steam settings to download from a non-censured country? Do they still get the censored version? and if so, will replace the vpks with the non-censored ones work? (I'm not australian, just wondering)

I believe it goes by your IP address at the time of purchase, not where you're downloading from.
