Winnipeg has the lowest property taxes of any large city in the country, yet they provide all the same services. Fire protection, water, garbage collection, etc. It's not like those things are cheaper to run in Winnipeg than, say, Saskatoon or Regina. When you own property in a city you're not just plonking a house down somewhere, you're subscribing to those services. To do that, you pay a fee and agree to certain bylaws. If you don't want to do that you can rent.

It's really no different from having to keep the sidewalk in front of your driveway shovelled
