She can't call it, but iirc she can suggest it be done and if the returning officer agrees that it is close enough to warrant it, it goes ahead.

Democratic Unionist Party, and any one hoping they'll enter into a coalition with Labour should temper their expectations. Far more likely to try to prop up a tory minority.

Polls have changed to predict another SNP seat, I think that is overly optimistic unfortunately.

Yes, it can function. Australia's recent political history basically consists of minority governments in some form, and things actually do get done. In fact, a lot of the really stupid ideas end up stopping short at the door, although affecting change can be a lot slower than usual.
I know nothing about DUP but I've been told they're awful. True?
If it's a hung parliament it's a big defeat for cons correct?
