The movies sold him short. In the comics, he's Batmans biggest problem after Joker. He broke Batmans back after a huge elaborate scheme. You are right, there would need to be other villains. I think Black Mask, Zsaz, and maybe even Scarface could all work. Albeit, the Bat-Pod was almost undriveable(I heard from interviews with the stuntmen, and Bale himself), and I don't think that it would come out of the Tumbler like that.

He would make for a good set of fight scenes and a pretty decent plot however.
