To Shias credit this is probably the best performance art piece I've ever seen, even if it wasn't intended to go the way it did. Long may it continue. There are plenty of armed police, it's just that you don't see them with their weapons unless they are guards. They also have special flying squads that are on a constant state of readiness (suited and armed) to respond if needed.
