I can't imagine being interested in design and trying to dismiss serif. Also, I think there's a good reason why he picked Garamond, and it's because it saves on ink yet is still pleasant to read, what on earth makes you think such a ridiculously minimal typeface would be a good idea for documents with thousands of words that need to be read?
I mean yeah there are better options than garamond but shit man what is this

An even better way would be making sure printer companies stop making printers with built in kill switches and printer ink that purposely claim to be out of ink way before they are (you can even open them up and press a reset button to make them work again on some cartridges). Doing this should be illegal if it isn't already and testing and going after companies who do this.
Nothing new here. Many books use Garamond or similar to save on print and it is nice to read too.

Environmentalist teachers. Gotta love em, gotta hate em. Mine in grade 5 printed EVERYTHING on recycled paper (gray chippy stuff). On top of that, it was already used. This means that it was gray flailing paper with random crap written on the backside :D
Or instead of replacing the ink, buy new printers. The last 3 printers I've bought were all cheaper than replacing the ink that was in them

Reminds me about how KFC saved tons of money in printing by changing their name from Kentucky Fried Chicken.
I work at a photocopier company in the UK that supplies schools, colleges, and all other businesses with photocopiers and printers.
They lease the copiers from us and pay a minimum price per month, as well as a cost per sheet printed. All toner and repairs are carried out for free.
So for our customers they would be saving no money, since they pay per page and get their toner included. It would actually save us money, not them.
A good MFD costs around £2,500 and toner can be as much as £150 per tube, so it's not often schools buy them outright

Ecofont is awful. I had minor headache just by looking at the example text. Can't imagine actually reading things with that.

I remember this one time back in middle school where I had just walked into my keyboarding class and saw this massive pile of printer paper all in a neat stack with a huge letter E on every last one of them.
Apparently some kid had sent a print job to the printer to print something like 3,000 pages of size 400 letter E. The teacher wanted to teach him a lesson when she wrote him up, so she used like 1 of these and then some:

Good, except it's readability seems a bit on the low side. Not to mention, you often want a serif font on official documents.

That said you don't want sans-serif fonts for paper, serif fonts were designed for easier and more fluid reading on paper. When you have a block of text, serif'd fonts are always going to be easier to digest that block of text than if you did the same block of text with a sans serif font on paper
