Prior to the invention of long range ballistic missiles, strategic bombers were the preferred method of nuclear warhead delivery on a large scale. A soviet bomber wing was to be met with a volley of these badasses and nuked out of the sky.) While technology has moved forward from this point, the image of strategic bombers coming to ruin your shit has stuck with the entire world. As such, any time Russia wants to be a dick, it sends a bear bomber over someone's air space and forces the country to scramble fighters to escort it back out. They had stopped doing it for a few decades, but recently have taken up the hobby again. MEANWHILE nuclear ballistic submarines have no need to be anywhere near your coast to ruin your shit. So them showing up in something like a harbor, or shadowing one of your vessels, isn't likely to be a problem. When it comes to real threats, its the sub you DON'T see that is 1,000 miles away, that is the real problem.

I know that the zig zag is a really good pattern for torpedoes that are hunting submarines, but I'm not sure about surface vessels. My guess is that they are training.
