For context, Davis has been urged for months by parliament to release these assessments which have been so closely guarded that they may aswell have not existed - now it turns out the reason for that is that they don't exist.
So the Brits are stuck exposed with the fact that they're trying to run a show they can't manage with a plan that doesn't exist and they have no tools or researchers in place to inform themselves enough to act smart to begin with.
