before this free system we had to pay like 7 euros for 30 days, so to us this feels like a really small step forward.

IMO should've kept it. Long time I read that they already had not enough funding for public transport to keep it up, now they lost another way of income - buying tickets.
Another, and very retarded thing about this, is that you have to punch in your card every time you visit your fucking bus/tram/trolleybus. It's like government wants to keep track where and how you go, and just today while going INTO City Center it worked, and when going OUT OF city center it didn't want to validate my card.
People rate winner, but don't realize that our public transport is a not so good shape. Trams and trolleys which are most of the time cold inside during winter, they also break a lot of times, the list goes on.
They have rushed this in, but should've checked for these flaws. I hope they will at least remove the rule to validate your ride every time you enter the transport, it's so useless its annoying.
P.S.: Last two cents - they forced us to buy these redundant cards while earlier you could use your ID card for traveling. Why couldn't they leave it as it was is beyond me, but I guess they just wanted our money. Eh..
If you want to travel in the entire Oslo area, you'll have to shell out $270 for 30 days.
Just the main part of Oslo is $110.

They have rigid prices in Oslo. 4 Euro for a fucking 0,5 cola, but even then they have high as fuck salaries so that knocks it off.
Don't forget that with that monthly fee of $270 you can use:
Bus
Tram
Boats (yes)
Trains
Metro
So i guess it pays it off.

I have no idea really. Tallinn is fairly small by capital standards, there should be a list somewhere.

My sister hitchhiked all the way to Tallinn once from Sheffield. Its a nice city, I planned to visit over Christmas but I couldn't really afford it.

It's so fucking expensive, I used to get a 6 month one free at school every half year since 90% of the students in the school couldn't get there without one of those cards.

Route optimisation and travel statistics. Every transport service provider in big cities does this.

Why you care is the question I'll ask. The government doesn't exactly care about where you specifically are. They use the card for statistics, that's it.
