That's not really a valid comparison, seeing as how we're/he's criticizing a specific person, rather than a government as a whole. A criticism of england in that fashion would be invalid, as would be cuba, but it's a criticism of a person and not a country, so this is more akin to criticizing Churchill. Granted, Churchill is dead, but you get my point. Just if the same person running england then were running it now, criticisms over past actions would still be valid.
