There's actually a lot of debate among scientists whether it makes a difference for a space mission to be manned or not. They have learned more from launching satellites into deep space, landing rovers, and through the Hubble telescope than they have from physically being there.
If anything these sort of things are for pride purposes. It's not to say that there won't be any more manned missions- afaik they're probably going to do the same on Mars eventually, but what's the point of going to the moon again in light of the fact that money could be spent better elsewhere.
Again, it isn't like NASA is losing their funding. They just can't do what will be on the whole, a pointless return to the moon for pride purposes.
