Steam [b]used[/b] to do it. The idea was you could mark a bunch of files as "critical", and then you could start something like Half-Life 2 and go through the train station levels without needing to wait for Ravenholm and the Citadel and everything else to finish downloading.
They wound up removing the feature though, since absolutely [b]nobody[/b] used it.

I've been able to play Half-Life 2 at only 60%, though whenever I got further than I had downloaded, it stopped until the download had caught up with me.
