Personally, being near a campus even during that hour my first thought would either be a very drunk person or a belligerently drunk person. Neither of which require the need of a gun. The only thing I can really think is that the cop was just an easy person to scare and over-reacted, then just went full retard at the sight of a tripping naked dude.

That's great and stuff, but you don't just resort to the pistol straight away because they might not go down, he's a naked guy, he's probably out his tits with no clue what the fuck is going on, the last thing he needs is a fucking gun pulled on him.

Not when you are alone. If you are alone and wind up actually threatened, you shoot to stop (kill).
Tasers are to be deployed when another officer is standing there with a gun drawn. Many departments forbid using tasers alone outright and may terminate you if you fail to follow the procedure.
The kid even managed to get up after being shot in the chest.
Furthermore the campus police do not carry tasers at the school.

They carry OC spray and batons, which he probably didn't have because he was probably inside doing paperwork. Duty belts, despite what the movies may suggest, are not easy to remove or put on. They have multiple clasps to anchor them to your actual belt. So if you are at your desk doing paperwork and hear a bunch of banging on the window, you grab your gun and walk outside to see what is up.
On a side note I wish they would stop referring to them as campus security. They are not security, they are police.

In all likelihood the kid wasn't really a threat but I can definitely see why the officer would react how he did. The dude was a wrestler so I imagine he was built pretty solid. I wouldn't want to go toe to toe with him without backup, especially if he is on drugs.

Cops shoot to kill, not maim. Also, shooting someone in the leg can kill just as fast as shooting them in center mass if the bullet tears through an artery.
