It isn't, its an App Store like Google Play or the Apple App Store. The Xbox app already takes care of some of that functionality as well, although needs improvement. Better implementation on multi drive machines is definitely a must though. Also a bunch of items you listed (like Crossfire/SLI and V-sync) are not Steam features. :v:

Those two examples I gave I more about UWP, than the Store. I also don't believe UWP limits either of those, although Crossfire/SLI is probably going to be thing of the past with DX 12.
I'm pretty sure you can turn VSYNC off now, or at least you'll be able to do so after Redstone or whatever. I hope they'll continue to develop the system, it'd be nice if it doesn't end up half assed.
