It's insane to think about the amount of damage a war in Korea could cause, and if NK let off a nuke? It would make Chernobyl look like a goddamn kindergarten playground. The fallout would waft across the sea of Japan and across the Chinese border, and who KNOWS what would happen at that point. Biological weapons are an even-more terrifying point simply because if the North Koreans started spreading smallpox without our knowledge or without us being prepared for it, that shit would RIP through us like nothing else. We simply don't have the ability to produce that many vaccines in such a short amount of time, and China would be hit the hardest. If you think producing vaccines for 300M people is difficult, think about the sheer magnitude of making them for over a billion people. It would make "Contagion" look like a joke. Good: They know the human toll they will encounter if they strike first, they may back down but will want concessions out of it, but... Bad: They've gone over the edge than they usually have in the past, there would be severe political repercussions if they back down, they will seem weak. They may not seem a threat if they back down now and actually strike in the future or start this all over again. Think of the Cuban Missile Crisis, the Soviets seemed ready to take the USA but in a way backed down (long story short it looks liked both sides have stood up to the other and neither lost credibility to their own people) If they are still making threats in a few weeks time, it going to get old fast.

I feel almost evil for feeling this way, but I want war for the opportunities it would bring my country. We're a neutral country well out of the way of the crossfire, but we're also a massive supplier in the arms industry. Another world war would massively increase the demand for our products. A demand for our products would boost our currently bad economy, would create more work for our people, and would give the government money to invest on our wellbeing. We would be a massive friendly tick on the side of countries in war, and we would feed on their bloodlust. War is horrible, but one man's loss is another man's gain.
I don't see NK, or any other country for that matter, using bioweapons for warfare. Bioweapons work on all humans, including their own. There would be no guarantee that their own people don't contract it.
