If an open world style game, it'll be more like Half-Life in that it was possible to head back for quite a bit of the game if you really wanted to (though there isn't reason to do this...). HL3 as an open world game would be fine if done right, but quests? No.
This is just a desperate ploy for hits from a nobody blog.
I doubt this could happen, Half-Life series have always been a linear story progressing game and not so much of an open world, take Final Fantasy XIII or Red Faction 1 and 2 as an example.

i don't mind this if they mean half life with no loading screens
i swear 50% of my play time on half-life games are loading screens

Well to be honest I would be fine with it if it was changed.
I just want to see a continuation of the story.
Wasn't there speculation a while back of the next Half Life installment would have little sidetasks you could take along the route of the main storyline?

The protagonist can take drugs which will have some effects. But smoking weed on the street will lead to getting a one star wanted level.
Police cars will go after you if you're obviously breaking the speed limit. Having high speed crashes will also damage your health.
Wanted levels:
-1 star - police follow you on foot and try to make an arrest. No sirens, no car chases (unless you are speeding).
-2 star - police will still attempt to make an arrest. If a weapon is drawn then the police will begin opening fire. Police will use stun guns if a weapon is not drawn.
-3 star - Chases begin and the police don't care how they stop you, they just want to do it.
-4 star - road traps, radio stations and much more hostile police. Even when you have evaded them, they will still search for 24 in-game hours for someone matching your description.
-5 star - shoot to kill, arrest only if it's made very possible. Even when you have evaded them, they will still search for 48 in-game hours for someone matching your description. Few missions become unavailable if you are wanted.
-6 star - military vehicles come after you. Even when you have evaded them, they will still search for 72 in-game hours for someone matching your description. Some missions become unavailable if you are wanted.[/QUOTE]

IMHO the time period between HL1 and the Combine Invasion would make an excellent open world survival-type RPG, you could see all that stuff you mentioned and the game could end with the arrival of the Combine and the Seven Hour War, witnessing the complete annihilation of Earth's armies and the Citadels dropping from the sky.
Shit would be so cash.

If Valve did this to Half Life I wouldnt forgive them, but its never going to happen because this is such bullshit, why report shit like this?

All I want is to have the Half Life 2 story arc to completely end.
I want the next Half Life to end it all, I dont want to wait for another after it, just end it and dont touch it again and move on and let it sit as one of the best game series in history.

Yeah man, that's your average quest in every other open world game! A huge creative force such as valve couldn't possibly craft other possibilities.
The rumor is bullshit but I think if it was true they'd do something much more engaging than that. Plenty of games tie the quest structure into the story line in interesting and original ways.
"Oh, fie... Gordon, I need you to check these locations I marked on your map, see if you can find Lamarr! She seems to have disappeared since the last portal storm and could have gone anywhere!"

It does make a little sense, because Valve hired people who worked on Deus Ex and Far Cry 2 over the past year, and Episode 2's strider battle had open-world elements.

Yes, we do know that. Valve isn't going to throw away everything that makes Half-Life what it is. It's a rumor with no credible source.

I personally would love to have a more open Half Life World. I felt kind of bottle necked when playing through Half Life 2. I felt like exploring the city more.
I ain't so sure about the whole quests part, but having a bigger world where exploration is encouraged and rewarded would be neat in comparison to the kind of singleplayer game that drives a fishhook through your septum (the thing that separates nostrils) and reels you through linear corridors of grey and brown.
In regards to RPG elements, I don't think that upgrades should be the name of the game; SIDEgrades however could work out pretty well IMO, like alternate ammo, switching out certain gun parts or suit modules, that kinda stuff. Also, concerning an inventory system that'd be kinda handy; Gordon could carry extra pickups and modules for a modular version of the HEV suit, and possibly "barter" with other rebels to exchange ammunition, no actual "cash" involved other than different kinds of bullets.
Another mechanic i'd be somewhat interested in seeing would be if Gordon manages to become attuned to the Vortessence through some method or another, either through consuming some of the larval extract or through a specially-designed HEV Vortessence Simulation Module, since it'd admittedly be cool to zap a Combine with a Vortessent Bolt. But apart from those things, and an actual return to Xen, that's all i'd want from HL3, though even merely a great interactive story told well would be enough; the rest would just be gravy.
Concerning the article, it very likely isn't real, but if there is actual proof released then i'll be a bit less skeptical.
