Islamic culture (umbrella term I know) may be more conservative than western culture but it can change, and it has changed many, many times in the past. It's not impossible for many Muslims to adopt a classical liberal philosophy, including the respect of the rule of law, secularism, freedom of the press and representative democracy. The Turks have done just that, not as successful as it should have been unfortunately, but pretty good for something that was once a decaying theocratic empire. Tunisia is the first and only successful Arab nation to establish a working democracy. Things can change within culture, but they require a long time to do so. You can't force these things or else you get things like 'angry a-rabs burning our flags in the streets of iraq'.
