Why not let him keep it? Once he dies just give it to his kin, or if he doesn;t have any put it in a museum, why do people have to politically decide of someone can keep a goddamn rock.
I say they let him keep it and once he passes away they make sure it gets placed in a museum, it's not like he ran into the museum, shot the guards, and grabbed the rock then ran.
International Outer Space Treaty, no individual government or private body has any explicit right to extra-planetary objects or bodies. If you legally obtained it it's yours as specified in the Common Heritage of Mankind.
In short: It's a fucking rock, if his taking of it from the rubble is not considered theft than let him keep it.
