The FAQ says that a game coming on sale is a valid reason for a refund.

Hah, so despite not really liking or having an interest in the game, I made a promise that if ARK Survival Evolved went on sale for 50% at some point I would get it. Every single sale they discount it, but never to 50%. Its sitting at 45% right now. I wish that Stellaris had gone for sale cheaper.

It also depends on your PC having good pieces of hardware, even though the game doesn't look impressive.

should i buy arma 3 or arma 2? i've seen many people having a lot of fun with these games and i was wondering if it really is as fun as it seems.

It plays like a slightly clunky modern shooter whereas Arma 2 is like a very clunky shooter. As for the fun, that depends on you. They're simulation games but easy to get into, fun with friends, co-op and single player, lots of mods for both games, a really powerful creation tool for custom missions, sometimes its fun to just fly around in an empty level as well.
