It's essentially a twitter based system but more accessible and designed into Google's market researching server program so they can target you better for adverts.
Google basically wants to get hold of most of the services used by everyone so they can give a reason to use their google OS.
Because as said above this gives them more control over advertising, tracking and logging which is something the company is always craving for.
After playing with this for a bit, I honestly can't see how it's even remotely useful.
The very closest parallel I can draw, and one that has probably been used a lot already, is Buzz feels a lot like Friendfeed, in Google Reader's image, without Twitter autoposting. Throw in Facebook's link posting.
It has a long way to go, and basically requires that you set up a profile if you want to comment on your friends' stuff. The problem is that Google already tends to have most of your information anyway, being the big monopoly they are.
While I think Gmail is a good place for Buzz, if I were Google I would also integrate it into Google Reader, where it feels more at place.
Too bad none of my friends use GMail.
