I think it's controlled by somebody remotely performing the gestures and the robot repeats them. It's easier to control a humanoid robot with humanoid arms than controlling some spider thing.

There would still be a delay, if they need the robot to help Mr Tronaut who is trapped at the airlock, the robot would only execute the order a few seconds later, probably injuring and killing someone in the process. Its most likely controlled by one of the crew or trough some AI interface.

Uh, there's not a huge delay up to the ISS.
Most telecommunication satellites are at a way higher altitude than the ISS, and they do actually have Internet on the ISS.
