Fusion reactors have already been made. The question is how to turn them into generators to harvest electrical power from them.
i.e. fission reactors are basically nuclear-powered steam engines. The heat generated by nuclear fission converts water into steam, which then turns a steam turbine and generates electricity. (Hence why nuclear power plants have those signature cooling towers which put off massive amounts of steam)
Creating a fission/fusion reaction and harnessing energy from them are two entirely separate puzzles.

I think you're thinking of David Hahn, he's the idiot who built it himself and ended up with the feds on him (The EPA had to clean up his Mothers house)
