Kotick is a businessman, when he was in control of Activision Blizzard he admitted he doesn't know anything about video games, and just sees them as a commodity of sorts, with near unlimited supply through downloadable content it made sense from a business perspective to push DLC and games the players bought no matter how shit it made them.
Good thing you can't really fuck around with food and drink this much. He's an awful, awful person for PR, but he must be good at being a corporate dickbag to change what kind of company he works in this quickly.

And what about EA? I thought they made more and also both Activision and EA sell their games on Steam which means Valve get a cut from them too.

1) Activision owns WoW, which gets a shit load of money. Not to mention Call of Duty.
2) I don't know if Steam's products could be considered profit for a "publisher". Steam is a distribution service, it would be unfair to say someone is a profitable publisher because they have an excellent distribution system.
