If he lives in America, tipping is usually the standard.
If he lives in Europe, waiters get paid a good amount anyway so it's not the custom to tip

I can do a shitty job and still get paid the same amount. If i do a good job no one is going to give me a bonus or a tip. Tipping is a dumb practice (except in the US)

I dislike this kind of regulations because that gives waiters/waitresses the right to mistreat you and get away with it, since they know they're going to get a tip anyways. Something like this tried to be enforced over here but it failed -luckily-.

In my country it's not mandatory to tip, so I choose not to, most of the time (98+ percent of the time). Also, in case nobody knew about it, [url=http://menshair.about.com/od/yoursalonvisit/a/tipping.htm]barbers can also accept tips[/url] but you don't see barbers and hair stylists up in arms because nobody tips them, right?? Does that regulation in the States include barbers and hair stylists as well??
