Maybe the ballistic vest and guns would have played into a decision... Not all departments require that their officers be in there BDU while working.
they could have been narcs or off duty, there really isn't enough details to come to a conclusion on why they were in their civvies

No it isn't. This is said in every thread: here major arteries in our legs, and you're much more likely to strike one of those than if you fired at someone's stomach or chest. Plus, legs are tiny, and legs move fast, the torso is big and moves slowly, which do you think is safer to shoot at without missing?

in the video i dont see him with a gun in the first place. i also don't see how he has time to draw a weapon and ignore a command to drop the weapon, but NOT enough time to drop it?

Well there is the fact that the sentence as is states that he somehow both aimed and dropped the weapon at the same time. So yeah, it's a typo.
not to mention there would have been a lot more attention paid in the story to policemen shooting a surrendered suspect if that's what had actually happened, rather than just casually mentioning in one line that he surrendered and was shot dead

You're quite likely to get hit in a really large artery if shot in the knee, not only that but it would cripple a person, most likely permanently, as the kneecap is an anchor-point for multiple large muscles

I honestly see nothing wrong with this. Even if the cops were not in uniform, if you pull a shotgun on [I]anybody[/I] you can expect to be shot, because what's going through the other person's head is no longer "I'm a cop I need to make this arrest/preserve my cover," but rather "He pulled a gun, won't drop it, it's either him or me."
Actually, I think the teenager did everything wrong there. The only way he could've gotten out of this would've been actually shooting the cops instead of pointing his shotgun in their general direction, hoping the police would follow his orders.

I came in here thinking Oh boy, this is going to be an argument on whether the police identified themselves before he pointed his shotgun at them or not, But they're clearly in police gear, wearing vests which say POLICE on the back, radios and all. And one officer flinched before shooting so I believe when they say he pointed a gun at them before firing. Justified in my books
