Back when the first cannabis laws came into effect, mexicans where coming into the US with weed, so people figured, ban the weed get rid of the mexicans.
Utah on the other hand banned weed because the polygamists who moved to Mexico to escape the US laws and the chuirchs decision to ban polygamy within the US from coming back, because after a while in mexico they did start to come back. (which is why i don't get the whole it's a spirtual thing not to smoke it, because it's really not)

First off, addiction and hunger are completely different things. Addiction wastes money, hunger can help cancer patients or people who don't eat enough. Second, nicotine physically rewires the brain to make you addicted. It's not a simple chemical change, you can't just reverse it. Cannabis makes you feel hungry because cannabinoids are already in your brain, used to regulate appetite. Another reason why cannabis is far healthier. Nicotine is a foreign substance.

The fact is that if there is an intoxicating substance in someone's blood you can't be sure whether they're under the influence of it or not, and it's best to err on the side of caution - you can fail a brethalyser test the day after a night drinking.

Alcohol is cleared out of your blood with in a 4 hours for a single drink (more or less depending on body) but it doesn't stay in it for months, otherwise a shitload of people would fail blood based alcohol tests.
