Well then governments would basically stop functioning to exist on an international level. If there was true freedom of any information, all nations, enemy or friend, would know the plans of every other nation and shit wouldn't work too well. This is not a direct democracy, it is unfeasible to inform all 300 mil+ citizens of every aspect of the working government and make all sensitive information public. Your view is such a naively idealistic position it's absurd.
e: Every government ever has had secrets, has concealed plans and such. No government could work with total transparency.

Because it's neighbors plot against them. Land and resources are a commodity managed by power, either physical or economical. War is a natural aspect of a society, as is conflict and strife. It's not ideal, but it exists, and it must be dealt with. Nations have to be informed and prepared for situations that may arise, not even plotting but planning. If the citizens know about these plans, that means the enemy knows about these plans, thus making them useless.
