If there was true freedom of any information, all nations, enemy or friend, would know the plans of every other nation and shit wouldn't work too well. Land and resources are a commodity managed by power, either physical or economical. War is a natural aspect of a society, as is conflict and strife. It's not ideal, but it exists, and it must be dealt with. Nations have to be informed and prepared for situations that may arise, not even plotting but planning. If the citizens know about these plans, that means the enemy knows about these plans, thus making them useless.
