Well, when you have a reasonably well-off populace (for the most part), the property taxes generally fund the thing well. That's why places like Plano have really good education, compared to say Garland a few miles away.

The article is acting as if $300,000 gets you a home in a nice neighbourhood. Is property really that cheap in the US? In sydney, that wouldnt even get you a studio apartment, and houses are at least $800,000 in mediocre neighbourhoods, and 1 mil plus if you want something that isnt as small as your bathroom.
