Up north near chicago, milwaukee, rockford, etc is more liberal, and it happens to be more densely populated than other parts of the state.

It's just that hemp used for industrial purposes contains very low quantities of THC (1-2%) compared to cannabis grown for recreational or medical purposes, which contains anywhere from 10-25% THC. Since you need a pretty wide area free from any industrial help if you are even thinking of growing hallucinogenic marijuana. The pollen from industrial plantations can really gank it up. If indoor plantations are badly secured even they can get contaminated.
