This might be the real threat. NK most likely has shitty delivery systems anyways. The Little Country that has a gun which is messing with a huge country with alot more guns and in the back garden of a big country that doesn't want to risk being near those guns. Cold War style stuff. Send some fear through the people, show you're not a push-over, but don't actually do anything because it's too dangerous to do so.
