We have a family in our neighborhood that had two pitbulls which they never chained up, and always snarled from behind their fence. One day they jumped it and tried to attack someone, who fought them off with a tennis racket. The police couldnt do anything because she wasn't injured, but when animal control drove by her house minutes before the attack when she was outside with a small dog they said nohing to warn her. A few days later the pitbulls got loose again and attacked a dog, taking a chunk out of its leg and almost got to our neighbors puppy: they barely got it inside, with the snarling dogs just outside their back door. This was finally enough for the police to take action, and the dogs were captured and the owners would have had to pay $400 to get them out. Obviously they didn't really care about the dogs because they let them be destroyed. Now however, they have another two dogs. This time if they come into anyones yard its gonna be a can of mace, or in our yard a double tap. As much as our family likes dogs, none of us has a problem with putting one that has been treated this poorly out of its misery. Holy shit I should cut back on the coffee, what a wall of text.

If the police can't do anything about the attack, then surely the justice system can. This kind of attack I think would make the owners of the dog liable to negligence.
This is why you don't put young kids around animals. Animals are animals they do not know any better.
