You can lock chain to itself doubled-up to shorten it. Doubt they'd want to, given the height, but they could.

It's intimidation. They put up these big medieval looking concrete ball and chains, and they put it all over the news. Now no one in their right mind is going to go on the roofs, except crazy people who probably endanger themselves in stupid ways all the time anyways. If all goes as planned then no one (except maybe crazy people) will be injured/killed by these, because no one will be riding the trains. It's like nuclear weapons. Now that countries have them and everyone is aware of their power, they never get used. It's a pretty good idea if you ask me.

To be fair, I thought the title meant Indonesia was using concrete ball combat to train people in surfing.
This is an okay idea, but if it's that much of a problem you might want to look into, you know, more trains.
