China has far too much economic and political power now for the Japanese to think they even have a chance in hell to counter the Chinese with military force. The Chinese can slowly strangle them economically over the coming decades and never fire a shot. Spoilers - The USA wrote it and essentially forced the japs to pass it, but it was still more or less passed by the jap assembly even though it was an imposed consitution more or less the sovereignity of the japs is kept.
Imho the biggest part I don't like is how they plan to change the measures needed to change the constitution in the first place. A base law should always have qualified majority and not a simple majority as they want to propose.
Honestly though, this is pretty much just dicking around with China to inform them oh hey look our PDF is now a military again so fuck off from our islands.

To be honest, the amount of atrocities commited by the US in wartime is by now equal or by far exceeds those of imperial japan. North Korea and Vietnam being a good example.

I'd say it was equal after the Korean War. Vietnam probably doubled it.

Updating aspects of their military has very little to do with Article 9. Marine vehicles and drones are, I believe, perfectly legal under the constitution, but of course it depends on how they are used. Of course, what percentage of the budget is used up in military spending is also a factor.
