He's probably innocent, but look at it from another perspective... What if he intentionally downloaded the files and subsequently regretted doing so after fearing being discovered, then fabriacted a story of innocence to cover his back? At the end of the day guys, he had CP on his computer... he's a potential peadophile in the eyes of the law, it's better to be safe than sorry.

Let's say you're browsing facepunch and somebody posts a CP pic in a thread you're viewing, you may not know it, but all images displayed by the browser are also cached on your hard drive. Should the government steal your computer and separate you from your loved ones just in case? There's a reason why innocent until proven guilty is a thing.
It's reasons like this no one reports shit any more until it gets way out of hand.

What happens then if you find a stolen car in a ditch and phone the police to report it? Do they put you in jail "just in case" you stole it yourself?
