I don't know why people think his over comb isn't real, he's almost 70 and doesn't have as much hair as he used to but what he has is real. Not yet, I will later.

When he sets his own definiton of illegal immigrant to be "Mexican" as he did in that context there, then I don't see how it's anything other than clever political speak. He's defining the majority of a group of people to possess those characteristics. Now, again, you're also looking at the words of a political speech, one by someone who's clearly capable enough to craft and organize his words in such a way that he can refrain from directly saying what he means, but he gets to have the broad implications and subtext that people want.
