I think you could say smart true things about the condition of humanity using logic instead of branding it as philosophy, something that is said to be out of the realm of science.

The margin of people who would actually do that is extremely small and they would do it regardless of the law. Again, sane people do not encourage their children to reproduce through several generations and those very few that do would with or without the law.

If someone with feelings for their cousin only holds back because of the law, what happens if incest is legalized? If it's suddenly OK now, what happens when they tell their kids that banging their cousin is OK? The cycle repeats. You can say we have effective contraceptives now, but what happens if the condom breaks, or someone forgets to take the pill? That kind of thing happens all the time. Telling incestuous couples to use contraceptives will probably not do anything. I'm confident we would gradually see an increase in the rates of mental retardation and genetic disease, and that's not good for anybody.
I would think the incest thing would be a moral/ethical problem rather than a legal problem.

It's morals at most that stop them. If not, they will fuck regardless of law.
