it's a government controlled conspiracy to overshadow the Britam Defence Data Leak out of mainstream media hence the asking for hashtag twitter stuff and over exaggerated warhead talk.

It's about the data leaked. It's to show how vulnerable those systems are and that they have a tight grip on them.
Taking the website down is just to make that clear to everybody who know jack shit about computers.

Defacing their public website doesn't really show a "tight grip" on their computers. It probably just means there was a vulnerability in the old site or its server, or someone figured out a password (or social engineered it from someone). They might not be able to do anything more than deface this site, doubly so if the public site is on a separate server from the Commission's internal data.
