Why does he have a stupid "Damaged" tattoo on his forehead? I can get the "HAHAHA" tattoo (though it would be better as scars), I can understand the smile and the Harley skull tattoo, but "Damaged" on his face. Really?
The Joker is supposed to be intelligent, his insanity is manifest in egotism and nihilism. This makes him look like an edgelord who says "I don't care what people think about me!" while secretly thinking "as long as they are actually thinking about me."

The Joker's face is white because his skin was bleached at the Ace chemicals factory when Batman caused him to fall in a vat of chemicals while posing as the Red Hood
We could get into a big debate about how that comic makes it clear that its supposed to be unclear that its true with the whole thing about Joker saying he remembers it one way or the other at different times and isn't quite sure himself but yes thats the best way to go about it.

The DCAU Joker is basically this, especially in the Batman Beyond film. Thing is, he's a shit-ton deadlier.
reminder that people absolutely hated quicksilver's design in days of future past, as well as the flash's suit in the tv show, when stills or pre-production photos came out.

I might be completely wrong, but there was an image someone caught of Leto in his Joker makeup fairly recently where he doesnt have the face tattoos or the teeth shit, so it might just be a promotional thing.
