There's no rape, murder or torture, it's hard to say persecution when they are building on land illegaly in the first place and it's not really racial or religious when there are plenty of Arabs not getting their houses demolished and plenty of Jews having the same problem. It's still really pushing the definitions to say that it counts as persecution when they are just enforcing housing laws. I like the "living on land for generations giving you a right to it" though, it has no legal basis whatsoever and relies on people feeling sorry for them. Any example of land given back to the historical owners has been from charity, not legal right. Native Americans have been given some land in treaties and run casinos on them but it wasn't given out of any legal obligation, it was given from previous agreements made and charity. The Israelis have no agreement with the Arabs and I'm sure they aren't feeling to charitable because the Arabs have plenty of other land they can go to and still consider it theirs.

If Israel was given an objective an indepth study into how better to deal with the situation then they would be obliged to follow it. This kind of report just makes them out to be some kind of hearltess monster, not really the kind of advice anyone wants to hear. If people make reasonable requests, it's a lot more likely to happen. If people scream war crimes and act like they are the worlds greatest evil, it's going to fall on deaf ears.
