You can't just pluck TV out the air with a coathanger and a display device, no matter where you are. You need something to turn the signal from the mess back into TV pictures. We pay for the privilege of doing that with BBC's signals. If you can prove that you don't use your TV to watch BBC, you don't need to pay a license. However, if you have a TV.. 99.9% chance you use it to watch TV for even 1 second in a year.
