If he thinks it is breaking a law, notify the police. He broke many more laws than they did. At worst they would be charged with obstructing traffic, and property damage. He would get many hit and runs and reckless driving charges. Nevermind that there was probably minutes, if not more, of leadup to the incident which was recorded. Minutes of valuable context to get the full picture.

Regardless of the law, it was an intersection without the proper means to deal with a large crowd like that, and bottom line, they were obstructing traffic. The driver did exercise caution then when he honked his horn for them to move, which people started sitting on the car and "pretending" to open the door where his kids were at.
