Are you implying that the respective police forces and/or domestic intelligence agencies of the countries involved are somehow not taking separatist, left wing or other terrorist threats seriously? Besides, the separatist attacks which make up the grand majority are mostly confined to a few specific locales, such as Basque country, Northern Ireland (though that may have simmered down recently, I haven't really followed it as of late) and a few other places, such as the [b]Muslim[/b] separatists in Russia.
