It's no secret. They also regularly failed pysch exams and this was whitewashed by the company my mother worked for years. The system we have here is literally the typical bad guy movie small town schtick, with no laugh track, and no happy ending. In no way shape or form does that mean that every person whom dons the uniform is a sociopath or psychopath or a hate spewing bigot. This country has 300 million people in it, and 1.4 million of them are a literal thin blue line. They aren't all one thing or another, and anyone who professes that doesn't have anything of substance to say.

As it enters the body, it fragments into tiny pieces. Plus, it's got a 300-450m effective range. For an urban environment, that's WAY more than enough. An AR-15 will sound the same as any other intermediate cartridge rifle through a microphone. There are a lot of AR-15s in Texas, though. It's not impossible or even unlikely. Next town over was a pack of uppity twits in gold-painted police cruisers, but the ones in my town were model officers.

It's not a video game where an M16 is guaranteed to knock of 20hp. That type of rifle is effective over 500m; The locations in which casualties occurred are well within that distance from each of the shooters' positions.
