The group of people in front of the 7/11 also consists of white people as well as Latino people. It is not a sole group of "blacks" waiting for the opportunity to loot a 7/11.

It was also indicated that they are standing at the edge of the perimeter of the building that the negotiations are taking place. I don't doubt that police started the barrier in front of the gas station to prevent vandalism but it was never stated that they were there to prevent looters.

They've been calling out shit like people trying to start dumpster fires on the scanner. Looting is common with these protests, look at Chicago, Fergusson, and Baltimore. There wouldn't be 20-30 cops forming a chain between them and the 7/11 if it wasn't an issue.
