A lot of people learn to just drop on the ground where there are shootings or they fear they're being shot at, especially if they're not sure if it's someone random or police that are shooting. Guy on Twitter tried to pass off a video from the explosion in Tianjen that happened a while back as something that was actively happening in Dallas. Got called out immediately and removed it. What an idiot.

I wouldn't be surprised if he was a vet. America has a lot of vets and not all of them are exemplary civilians after service. Vets have killed cops in the past so it wouldn't exactly be a first.
